Until 2013, two resource services of the Ministry were involved in the implementation of e-governance of the Ministry and the schools, namely the Ministry's IT Service and the Centre de Technologie de l'Éducation (CTE). Their missions have been complementary, sometimes redundant. The existence of two parallel structures has limited the necessary global and transversal vision of all IT issues as well as the development of a common IT governance strategy. However, given the rapid evolution of information and communication technologies, the IT governance of the Ministry requires a coherent structure and a rigorous operation.
The use of IT must contribute to the administrative simplification of the Ministry (1) by improving both the quality of the applications and the acceptance of the information systems by the users and (2) by supporting the generalization of electronic exchanges within the administration of National Education and Vocational Training.
In this context, a new administration was created, called the "Centre de gestion informatique de l'éducation (CGIE)", by merging the Ministry's computer service and the Centre de technologie de l'éducation (CTE) created in 1993. This new structure is supposed to improve procedures and the use of computer resources in order to ensure a more efficient management of the national education computer and information systems and to better meet the expectations of internal and external users. The new administration thus created will largely take over the previous activities of the Ministry's IT Service and the CTE.
A single structure is the most rational way to manage all IT projects. It facilitates access to services and reduces annual operating costs.
